Job Description

Division: Human Resources
TITLE: Compensation / Job Analysis Specialist - Human Resources
PAY RATE:

The salary for this position is $65,000.

FUNCTION:

The Cleveland Metropolitan School District is in the midst of the most far-reaching transformation plan in its history to dramatically improve the quality of educational programs for Cleveland's public school students. An important key to the success of the District's plan is the ongoing development and refinement of a highly effective Human Resources Department that will lead the District's talent management process and manage the day-to-day operations of recruitment, staffing, employee benefits and compensation.

Position Summary: Coordinate and administer the functions related to providing differentiated compensation for employees within the parameters of the organization's resources. Conduct programs of compensation and benefits and job analysis for employer. May specialize in specific areas, such as position classification and pension programs.

DUTIES AND RESPONSIBILITIES:
  1. Knowledge of business and management principles involved in strategic planning, designing, leading, evaluating a new performance based compensation system, knowledge, skill, and competencies needed for highly effective decision making and resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources
  2. Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems
  3. Keeps abreast of overall level of compensation by reading journals and financial newspapers to be sure company is maintaining pay scales according to current economic conditions and competitive conditions within the area labor market
  4. Reviews incentive compensation plans in use within industry to see if altering provisions would improve incentive and morale among employees
  5. Research job and worker requirements, structural and functional relationships among jobs and occupations and occupational trends
  6. Plan, develop, evaluate, improve, and communicate methods and techniqures for selecting, promoting, compensating, evaluating, and training workers
  7. Prepare occupational classifications, job descriptions, and salary scales
  8. Provide advice on the resolution of classification and salary complaints
  9. Prepare reports, such as organization and flow charts, and career path reports, to summarize job analysis and evaluation and compensation analysis information
  10. Perform multifactor data and cost analyses that may be used in areas such as support of collective bargaining agreements
  11. Assess need for and develop job analysis instruments and materials
  12. Research job and worker requirements, structural and functional relations among jobs and occupations and occupational trends. Ensure company compliance with federal and state laws, including reporting requirements
  13. Evaluate job positions, determining classification, exempt or nonexempt status, and salary
  14. Advise managers and employees on state and federal employment regulations, collective agreements, benefit and compensation policies, personnel procedures, and classification programs
  15. Perform multifactor data and cost analyses that may be used in areas such as support of collective bargaining agreements
QUALIFICATIONS:
  1. Bachelor's degree in business, finance, or human resources with a minimum of five years of experience in administering compensation or benefits programs
  2. Excellent management and analytical skills
  3. Thorough knowledge of the employee benefit and compensation field
  4. Sufficient accounting background to review administrators' reports and to check IRS filings in detail
  5. Computer skills including Word, Excel, and company's accounting package
  6. Understanding of requirements of COBRA, HIPAA, ERISA, and IRS rules on pertinent benefit programs
